How Frame Rules works

The instruction satisfies the configured policy and required signed verdicts. It can proceed to the institution’s execution systems.
A policy approval permits dispatch. It does not itself post a settlement.
If the instruction does not satisfy a required policy condition, the workflow records the refusal and does not dispatch it for execution.
The decision remains available as evidence, including when no settlement takes place.
The service behind a required gate is unavailable. The workflow pauses until that gate can evaluate the instruction.
The configured requirements must be satisfied before the instruction can proceed.

No. Your institution sets the policy and remains responsible for its compliance decisions. Your screening systems provide their verdicts. Frame Rules evaluates the required conditions before dispatch.
An unavailable required gate pauses the workflow. It is not treated as a successful check. A required refusal blocks dispatch and is recorded as a refusal.
Your team authors and approves policy through your own instance. The policy console supports a handoff to a distinct approver and checks the integrity of that handoff. The setup and responsibilities are defined with your institution.
